Enabling Development
and
Heritage Assets
The Redevelopment of The North Wales Hospital has only been made possible thanks to the Council's willingness to adopt this approach to the problem as to what the Buildings could be used for today.

The solution was to allow the building of new houses on the site in discrete areas that do not detract from the overall view of the site.
​
The sale of these properties by the developer would release funds to be invested in the Grade II* parts of the site.
​
A similar plan was drawn up by Derbyshire Investments - the previous owners of Kinmel Hall.
Their plan was to redevelop the Stable Block into Apartments and houses. The sale of which would release funds to redevelop the Main Hall into a 5 Star Hotel.
In addition to the redevelopment of the Stable Block, Derbyshire Investments planned to build a duplicate of the Stable Block overlooking the Venetian Gardens, the sale of which would also be put into the Hotel Development.

However, at that time, Conwy were not willing to entertain a plan which included dual purpose usage of the site.
​
Sadly, without the necessary finances, Derbyshire Investments went into receivership and the Hall sold.
​
Enabling development is development that would not be in compliance with local and/or national planning policies, and not normally be given planning permission, except for the fact that it would secure the future conservation of a heritage asset.
Whilst only applicable in certain circumstances, enabling development can be a useful tool.
