SECTION 10 CLOSURE ORDER
On Wednesday 9th August 1995, Colwyn Bay Borough Council and the North Wales Fire Service carried out a detailed Inspection of Kinmel Hall - with the exception of the Stable Block and Mews which they never got sight of!

At the time of the Inspection there were two Groups staying in the Hall. In the Main Hall was a group from Colwyn Bay Methodist Churches - 300 in number. In the Link Section was a group from Ballymena in Ireland - 100 in number.
At the end of the Inspection Mr. E D Vince was handed a

SECTION 10 CLOSURE ORDER
​
In accordance with the Fire Precautions Act 1971
This meant that none of the rooms above the Ground Floor could be used at Night!
This resulted in the Communal Areas on the Ground Floor of the Hall were turned into Dormitories for the remainder of their stay.
